REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
The City of Apalachicola, Florida, (the "City") is seeking statements of qualifications from engineering firms to provide professional services for projects funded by the Community Development Block Grant Disaster Recovery (CDBG-DR) programs following the effects of Hurricane Michael, as further described in the scope of services contained in the above-referenced RFP. Firms selected through this RFP may also be utilized for development, planning, and design of projects funded through any other federal and state funding sources that the City has already secured or may pursue in the future.
RFQ DEADLINE: Submitted on or before October 24, 2022, no later than 4:00 p.m. Eastern Time at the following address, at which time all such proposals shall be publicly opened and read aloud:

All questions concerning this RFQ must be submitted in writing no later than 12:00 noon (Eastern) on October 5, 2022 and should be directed to Travis Wade, City Manager, via email at firstname.lastname@example.org.
LATE SUBMITTALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND WILL BE RETURNED UNOPENED. THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN CITY HALL. IT IS THE SOLE RESPONSIBILITY OF THE FIRM FOR ASSURING THAT THE RFQ IS RECEIVED IN THE CLERK'S OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED, ELECTRONIC, OR ORAL RFQ WILL BE ACCEPTED.
To be considered, Firm/Team must submit an original and two (2) copies of Statement of Qualifications in a sealed envelope or package, clearly marked with the Firm/Team's or individual's name and address, bid number, and the words "ENGINEERING SERVICES RFQ: 2022-02".
The City reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise decide in the best interests of the City. The City Commission shall have the final decision-making authority concerning any final award, or interim or comprehensive agreement entered into by the City. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the City Manager as authorized by the City Commission. The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions. The City may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the Selection Committee has ranked proposals and submitted recommendations to the City Commission, the City will then begin negotiations with the highest-ranked firm.
In accordance with 2 CFR 200.321, small and minority businesses, women's business enterprises, and labor surplus area firms are encouraged to submit proposals.
The City does not discriminate based on race, color, national origin, sex, religion, age, marital status and disability/handicapped status in employment or provision of service.
All proposals that are timely received shall become the property of the City and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer. Such proposals and related information shall be subject to the applicable provisions of the Florida Public Records Act.
