NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Carrabelle.

REQUEST FOR RELEASE OF FUNDS

On or about August 30, 2022, the City of Carrabelle will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to make the following improvements:

Activities:

Service Area #1: City of Carrabelle City Wide Service Area:

Project Area #1: Downtown Carrabelle Riverfront Project Area

Project Area #1 is bound on the north by U. S. Highway 98, on the south by the public boat ramp on the south end of Marine Street, on the east by the rear property lines of the properties located on the east side of Marine Street and on the west by the Carrabelle Harbor waterway.

The activities included in Project Area #1 are as follows:

03L Sidewalks and Pedestrian Malls – In this activity, the City is proposing to reconstruct the boardwalk and repair the sidewalk along the riverfront:

Repair approximately 880 LF of sidewalk from the public boat ramp on the south end of Marine Street north to the public restrooms,

Repair approximately 40 LF of the seawall, adjacent to the sidewalk, near the public boat ramp where seawall failure is apparent,

Reconstruct approximately 2,250 LF of the boardwalk from SE Avenue C north,

Repair or replace approximately 150 LF of the fence/handrail along the seawall adjacent to the sidewalk, and Retrofit approx. 30 lamp post fixtures along Marine Street from the public boat ramp near Avenue F South to State Road 30/US Highway 98.

CDBG Funds: $533,000.00

Local Match Funds: $25,000.00

Total: $558,000.00

03J Water Facilities – In this activity, the City is proposing to replace the existing water service line providing water to the public restrooms and fish cleaning station at the southern end of the project area with a new 2" water service line. The existing water service line is not large enough to supply an adequate supply of water to these facilities.

Replace approximately 200 LF of 2" water line along Marine Street from the public boat ramp near Avenue F South to State Road 30/U.S. Highway 98.

All of the proposed CDBG funded activities will be carried out in a floodplain.

Activity: 03J-Water Facilities:

The activities in Project Area #1 will be carried out within a floodplain and/or wetland. Approximately 4 acres of land located within a floodplain and/or wetland may be included in the construction area.

A total of 4 acres of the work to be carried out in the primary activities included in this project will be carried out within a floodplain and/or wetland.

These activities will have no significant impact on the environment for the following reason:

A portion of the project will be located in a floodplain and/or wetland. Although a portion of the project will be located in the 100-year floodplain and/or wetland, the improvements cannot be undertaken in any other location due to the scope of the project. There is, therefore, no practicable alternative than to continue with the project.

Some additional impervious areas will be created in the Service Areas included in this project. In the case where new impervious surfaces are being created, storm drainage improvements will be included in the design and construction of the project to offset the impact of the additional impervious surfaces being created.

Project Area #1 is bound on the north by U. S. Highway 98, on the south by the public boat ramp on the south end of Marine Street, on the east by the rear property lines of the properties located on the east side of Marine Street and on the west by the Carrabelle Harbor waterway.

The activity included in Project Area #1 Unmet Need #1 is as follows:

03L Sidewalks and Pedestrian Malls – In this activity, the City is proposing to construct an overhead sign as an architectural feature highlighting the Marine Street corridor, as a gateway structure on Marine Street at the southern side of the intersection of Marine Street and State Road 30/U. S. Highway 98.

The activities in Unmet Need #1, Project Area #1, will be carried out within a floodplain and/or wetland. Approximately .03 acres of land located within a floodplain and/or wetland may be included in the construction area. Some additional impervious areas may be created in the Service Areas included in this project. In the case where new impervious surfaces are being created, storm drainage improvements will be included in the design and construction of the project to offset the impact of the additional impervious surfaces being created.

The proposed improvements conform to applicable floodplain and wetlands protection standards. The proposed action will not affect natural or beneficial floodplain and/or wetland values, and residents of the community will benefit from the project. The proposed project involves the following Activities:

A total of 4.03 acres of the work to be carried out in the activities included in this project may be carried out within a floodplain and/or wetland.

The City of Carrabelle has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative due to the scope of the project.

Failure to provide these improvements would result in the City of Carrabelle not being able to carry out the activities in the project.

FINDING OF NO SIGNIFICANT IMPACT

The City of Carrabelle has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 1206 Highway 98 East, Carrabelle, Florida 32322-2307, and may be examined or copied weekdays 8:00 A.M. to 4:30 P.M., Monday through Friday.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Courtney Dempsey, City Administrator, City of Carrabelle, 1206 Highway 98 East, Carrabelle, Florida 32322-2307. Comments may also be submitted via email at administrator@mycarrabelle.com. All comments must be received by August 29, 2022. Comments will be considered prior to the City of Carrabelle requesting a release of funds. Comments should specify which notice they are addressing.

RELEASE OF FUNDS

The City of Carrabelle certifies to the Florida Department of Economic Opportunity and HUD that Brenda LaPaz in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Carrabelle to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

DEO will accept objections to its release of funds and the City of Carrabelle certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Carrabelle; (b) the City of Carrabelle has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Carrabelle to verify the actual last day of the objection period.
